This rule is about how you should join a motorway safely from a slip road or another motorway. You normally build up your speed on the slip road so you can merge smoothly with the traffic already on the motorway. For example, as you drive down the slip road, you check your mirrors and blind spot, match your speed to the left-hand lane traffic, signal, and then merge into a safe gap without forcing other drivers to brake suddenly.
