Can learner drivers drive on motorways? Motorway rules in the theory test
Updated •5 min read
Yes, but only with an approved driving instructor in a car with dual controls. Family and friends cannot take you on a motorway while you hold a provisional licence.
Who can take a learner on a motorway
gov.uk says learner car drivers can drive on motorways only in England, Scotland or Wales, with an approved driving instructor, in a car fitted with dual controls (gov.uk: driving lessons and learning to drive). The Highway Code repeats the restriction in rule 253: a provisional car licence holder must not drive on a motorway without an instructor, L plates and dual controls (Highway Code: motorways).
| Who is in the car | Learner allowed on a motorway? |
|---|---|
| Approved driving instructor, dual controls, L plates | Yes |
| Parent, relative or friend, even with a full licence | No |
| Trainee instructor or unqualified teacher | No |
Our guide to driving lessons before the theory test covers who can supervise you elsewhere. Ask your instructor whether and when motorway lessons suit you.
Why the theory test asks about motorways
The multiple-choice questions are based on the Highway Code, Know your traffic signs and Driving - the essential skills (gov.uk: revision and practice). You do not need to have driven on a motorway to be asked about one. Our topics guide lists the areas covered.
The sections below follow the Highway Code motorway rules. Read the full text on gov.uk before your test.
Joining the motorway
Rule 259 says you give priority to traffic already on the motorway when joining from a slip road. Match your speed to the traffic in the left-hand lane so you can fit into a gap safely.
You must not cross the solid white lines that separate lanes, or use the hard shoulder, to join. Stay in the left lane long enough to match the speed of the traffic before you think about overtaking.
Lanes and overtaking
Rule 264 says to keep in the left lane unless you are overtaking. Do not overtake on the left, and do not weave between lanes (Highway Code: motorways).
Rule 265 stops some vehicles, such as those towing trailers, using the right-hand lane on a motorway with three or more lanes. Rules 260 and 261 say to keep to a steady speed you and your vehicle can handle, and never above the limit.
Red X signals and closed lanes
Rule 258 says a red flashing light or a red X above a lane means the lane is closed. You must not drive in it, so move to an open lane in good time.
If all lanes are closed with red flashing lights, you must not go beyond the signal or use the hard shoulder to avoid the closure, unless police or a traffic officer direct you.
Hard shoulder and emergency areas
Rule 269 says you must not use a standard hard shoulder except in an emergency. A red X or blank sign above it also means keep off.
You may use it as an extra lane only when a speed limit is displayed above it. Rule 270 says emergency areas, marked by blue signs with an orange SOS telephone symbol, are for emergencies only. Rule 271 says you must not stop on the carriageway or hard shoulder except in an emergency, or when told to.
Breakdowns
The breakdown rules are in a separate part of the Code (Highway Code: breakdowns and incidents). Key points from rule 277:
- Leave at the next exit or pull into a service area if you can.
- If you cannot, stop as far left as possible and switch on your hazard lights.
- Leave the vehicle by the side furthest from traffic, if it is safe.
- Do not return to your vehicle, even if it is raining, cold or dark.
- Use the free emergency telephone for advice and help.
The Highway Code says not to place a warning triangle on the carriageway of a motorway. Rule 278 covers rejoining: from an emergency area you must use the emergency telephone and follow the operator's advice.
Practise motorway questions
Motorway questions test rule numbers less than judgement: which lane, what a sign means, where to stop. To find out which topics need work, take the free theorytest.ai diagnostic, then use the free practice questions. To plan your test, see test centres near you.

Frequently asked questions
Can a learner driver go on the motorway with a parent?
No. gov.uk says a learner car driver needs an approved driving instructor and a dual-control car. Family and friends do not qualify.
Do learner drivers need L plates on a motorway?
Yes. Rule 253 says a provisional licence holder needs an instructor, L plates (D plates in Wales) and dual controls.
Can learners use the right-hand lane on a motorway?
Overtaking is allowed, but rule 264 says to keep left unless you are overtaking. Do not overtake on the left.
What does a red X above a motorway lane mean?
The lane is closed. Rule 258 says you must not drive in it, so move to an open lane.
What should I do if I break down on a motorway?
Leave at the next exit or service area if you can. Otherwise stop as far left as possible, put on your hazard lights, and use the emergency telephone.
