Parking Without Lights in 30 mph Zones
Cars, goods vehicles not exceeding 2500 kg laden weight, invalid carriages, motorcycles and pedal cycles may be parked without lights on a road (or lay-by) with a speed limit of 30 mph (48 km/h) or less if they are:

This rule explains when certain vehicles can be left parked at night without their lights on, but only on roads with a speed limit of 30 mph or less. For example, you may park your car on a residential 30 mph street in a marked bay overnight without leaving your sidelights on, as long as you follow all the other parking restrictions in that area.
