The speed limit is the maximum, but not always the safe speed. Drive slower in poor conditions like rain or heavy traffic. For example, even if the speed limit is 60 mph, driving at 60 mph in heavy rain on a winding country road could be dangerous. Slowing down to 40 mph might be safer given the reduced visibility and slippery surface.
