Do you need to take the theory test? When you can skip it and when you cannot

Updated •4 min read

Most people need to pass the theory test before they can get a full UK car licence, but gov.uk lists a few exceptions. The main one is upgrading an automatic car licence to a manual one.

The short answer

gov.uk says you usually need to take the theory test before you can get your full car driving licence (gov.uk: theory test). You do not need to take the car theory test if you:

  • want to upgrade an automatic car licence to a manual one;
  • have a category B1 licence (3 or 4-wheeled light vehicles) from before 1 February 2001.

The same page says you must have a provisional driving licence to book the test. If neither exception fits you, plan to book the test. It costs £23 for a car (gov.uk: book your theory test).

When a theory test is not needed to book a driving test

The booking page lists more cases. gov.uk says you do not need to take a theory test before you book a driving test to upgrade (gov.uk: book your theory test):

Situation Theory test needed?
Automatic car licence to manual car licence No
Category A1 (small motorcycle) to A2 (medium motorcycle), after at least 2 years No
Category C1 (medium vehicles) to C (large vehicles), unless you got C1 from passing a car driving test No
Category D1 (minibus) to D (bus) No
Any licence, to be able to tow a trailer No
Taxi driving test No
Tractor driving test No

Lorries, buses and coaches have their own tests and fees. Check the gov.uk page for your exact licence category before you decide to skip anything.

If you already hold a moped or motorcycle licence

Holding a two-wheeler licence does not let you skip the car theory test. gov.uk says that if you have a moped or motorcycle licence, you must pass a car theory test before taking the car driving test (gov.uk: theory test).

It works the other way round too. For the motorcycle theory test, gov.uk says that if you have a car licence you have to pass a motorcycle theory test before taking the motorcycle test (gov.uk: motorcycle theory test). Our guide on how the motorcycle test differs covers the details.

If your licence is not from Great Britain

The rules are different. gov.uk says to check whether you can drive in Great Britain with your non-GB licence without taking a theory and driving test. Our guide to the theory test with a foreign driving licence explains the routes.

If you have already passed the theory test

You do not need to take it again while your pass is still valid. gov.uk says your pass certificate number lasts for 2 years, and you must pass your driving test in that time or you will have to pass the theory test again (gov.uk: pass mark and result). If you cannot find the number, see lost your theory test pass certificate.

How to check before you book

  1. Work out which licence you hold and which one you want.
  2. Check the exceptions above against your category on gov.uk.
  3. If you are unsure, contact DVSA. The booking page gives theorycustomerservices@dvsa.gov.uk and 0300 200 1122, Monday to Friday, 8am to 5pm.

If you do need the test, our guide to when you can take it covers the age limits and the provisional licence you need first.
