Do you need a UK theory test if you hold a foreign driving licence?

Updated •4 min read

Whether you need the UK theory test depends on where your licence was issued and whether you can exchange it. This guide only repeats what gov.uk says, so use gov.uk's own tools to check your exact case.

Do I need to take the UK theory test with a foreign licence?

Not always. If you can exchange your licence, you follow gov.uk's exchange route. If you cannot, gov.uk says that after 12 months you need to take a theory test and a practical test (gov.uk: exchange a non-GB driving licence).

You also need a provisional driving licence before you can take the tests. Use gov.uk's exchange a foreign driving licence tool and its non-GB licence tool to see which result applies to you.

How long can I drive in Great Britain on a foreign licence?

For a licence you can exchange, gov.uk says you can keep driving without exchanging it for 12 months after becoming resident. These rules apply to Great Britain, which is England, Wales and Scotland. Northern Ireland has a separate process.

What if my licence is from a designated country?

gov.uk lists "designated countries or territories", and Australia is one of them. For a licence from Australia, gov.uk says you can continue to drive in the UK without exchanging for 12 months after becoming resident (gov.uk: Australian licence result).

gov.uk also says that after 12 months you must exchange your licence to keep driving, and you can exchange it up to 5 years after becoming resident, if it has not expired. The tool lists the designated countries and gives a result for each, so check yours there rather than relying on a list from elsewhere.

What about EU and EEA licences?

gov.uk says you can drive in Great Britain on a full, valid driving licence from an EU country (gov.uk: EU licence result). It adds that after the permitted time you must exchange your licence, and you do not have to retake your test.

What if my country is not designated?

gov.uk says that after 12 months you need to take a theory test and a practical test, and you need a provisional licence first. If that is you, the theory test is the same one UK learners take: 50 multiple-choice questions and a hazard perception part. Read our guide to what the theory test and practical test involve and when you can take the theory test.
