If you see a vehicle with a flashing amber beacon, it usually means it is moving slowly, is stationary, or is carrying an abnormal load, so you should approach with extra care. On unrestricted dual carriageways, very slow vehicles like tractors that cannot go faster than 25 mph must use a flashing amber beacon. For example, if you are driving on a dual carriageway at night and see a tractor ahead with a flashing amber light, you should slow down, keep your distance, and be prepared to pass it safely when it is clear to do so.
