The Highway Code Rule 212 states that you must give motorcyclists, cyclists, horse riders, horse-drawn vehicles and pedestrians at least as much room as you would when overtaking a car, and even more space in bad weather or at night. The presence of an emergency vehicle does not remove this duty of care. You should not compromise the cyclist’s safety by passing too close or forcing them towards the kerb. Instead, cancel the overtake, slow down and stay behind the cyclist until you can safely allow the police car to pass and then overtake the cyclist with a wide clearance.
