Explanation
The Highway Code (Rule 226) states you MUST use headlights when visibility is seriously reduced, generally when you cannot see for more than 100 metres. You may also use front or rear fog lights in these conditions, but you MUST switch them off when visibility improves. Using only sidelights or no lights would make you hard to see, and full beam can reflect off the fog and reduce visibility further.
