The Highway Code Rule 166 states you must not overtake if there is any doubt, or where you cannot see far enough ahead to be sure it is safe. In heavy rain, spray and reduced visibility make it harder to see oncoming traffic, especially on bends. You should stay behind and only consider overtaking when you have a clear, unobstructed view of the road ahead. Using headlights or the horn does not make an unsafe overtake safe, and following too closely increases risk.
